Law360 Canada (October 9, 2026, 2:16 PM EDT) -- Federal Justice Minister Sean Fraser has announced the appointment of
Paul J. Mongenais and
Peter D. Ruby to the Ontario Superior Court of Justice.
According to the Department of Justice, Mongenais, a partner at
Perras Mongenais in Kapuskasing, has been appointed to the court in Sudbury.
Mongenais has practised primarily family law, along with civil litigation and estates law, and has been certified as a specialist in family law since 2004. He has appeared before several levels of court in Ontario and has served as a deputy judge of the small claims court since 2017.
He has also contributed to legal education programs, including French-language programming, and serves on several committees and boards, including the Grand-Nord Legal Clinic.
Mongenais earned degrees in economics and law from the University of Ottawa and was called to the Ontario bar in 1995. He replaces Justice Andrew J. Goodman, who became a supernumerary judge on Oct. 30, 2025. Following internal court transfers, the vacancy is in Sudbury.
Ruby, a partner at
Goodmans LLP in Toronto, has been appointed to the Superior Court in Toronto.
After serving as a law clerk with the Federal Court of Canada, Ruby practised law for 30 years, including 26 years at Goodmans. His practice focused on commercial litigation and arbitration, insolvency litigation and administrative law, often involving technology-related issues. He appeared before all levels of court in Ontario, the Federal Courts and the Supreme Court of Canada, as well as numerous tribunals.
Ruby taught internet law at Osgoode Hall Law School and the University of Toronto Faculty of Law and has held leadership roles in technology law and arbitration organizations. He has also served as an arbitrator and mediator, as a roster member of Arbitration Place and the International Centre for Dispute Resolution.
He earned his LLB and LLM from Osgoode Hall Law School and was called to the Ontario bar in 1996. Ruby replaces Justice David E. Harris, who was elevated to the Court of Appeal for Ontario on Sept. 28, 2026.
