Open work permits for vulnerable workers

By Daniel Lee (September 12, 2022, 2:38 PM EDT) -- In Canada, employers who hire foreign workers are required to make reasonable efforts to provide them with a workplace that is free of abuse, as defined in section196.2 of the Immigration and Refugee Protection Regulations (IRPR). As of June 4, 2019, s. 207.1 of the IRPR gives Immigration, Refugees and Citizenship Canada (IRCC) the authority to issue open work permits to foreign workers holding employer-specific work permits, who are experiencing abuse or who are at risk of experiencing abuse in the context of their employment.
